Brooke Salazar J.D., PHR, human resource consultant and in-house associate counsel at Apex Benefits, has been appointed to the board of directors for Family Development Services, a social service agency that meets the early childhood education needs of 2,500 children annually.

As the sole provider of Head Start for Marion and Hamilton counties, the mission of Family Development Services is to nourish early childhood development and foster long-term learning and social skills. The agency and its partners do this through education, comprehensive health services, active family involvement and family support services such as employment counseling, literacy education and crisis intervention.

“My family believed education was the foundation to success,” Salazar said. “Therefore, it is understandable as to why I whole-heartedly believe that early childhood education is imperative to providing children with critical school readiness and socialization skills. To be a small part of an organization doing such tremendous work in Central Indiana for both families and children is an honor.”

Salazar is a licensed attorney and certified human resource professional with a focus on diversity and inclusion programs, benefits design and administration, and employee relations. She has over 10 years of progressive experience as a subject matter expert in resolving and mitigating complex employee relations matters. She earned her J.D. from Indiana University Robert H. McKinney School of Law.
